It is home to two iconic landmarks at the intersection of the rapids and Lake St-Louis, René-Lévesque Park and soon the new Grand Parc Riverain. Building a Future for Lachine


1. Infrastructure and Development




  • Sports Center: project launch (decontamination, sewer, aqueduct).




  • Notre-Dame Street: complete redevelopment (2026–2028).




  • Saint-Jacques Street: repair and safety upgrades (2027).




  • Provost Street: planning for reconstruction.




  • Waterfront: 6 km redevelopment (2028).




  • Lock Pavilion No. 5: restoration and repurposing for community and sports uses.




  • New gateway to the city via Canal Road.




  • Accelerated road repairs.




Urban Planning and Housing




  • Lachine East Eco-district: start of decontamination (developers) and construction of infrastructure (sewers, aqueducts, stormwater management) by the City.

  • More differentiated mowing areas to support biodiversity.




  • Strengthened gardening teams, with a focus on perennials.




  • Pilot project for semi-buried bins in Lachine East and Old Lachine (reducing truck traffic in narrow streets).




  • Creation of a citizen cleanup brigade.




  • Energy-efficient upgrades for municipal buildings to reduce consumption and operating costs.




4. Community, Sports, and Cultural Life




  • Renovation of the Maison de la culture and the Maison du Brasseur.




  • Stronger emphasis on sports activities, after enhancing cultural offerings (musical picnics, literature festival, etc.).

6. Safety and Mobility


Local Safety and Mobility




  • Accelerated traffic-calming measures (speed bumps, curb extensions, bollards, speed radars, planters).




  • Reorganize circulation (Saint-Joseph, Victoria) to reduce through-traffic and improve residents’ peace of mind.




  • Safer school surroundings (Catherine-Soumillard, Philippe-Morin, Paul-Jarry).




  • Reduce truck traffic on Saint-Jacques.




  • Better-defined and secured pedestrian and cycling paths along the waterfront.




  • Improved lighting (including solar), especially in the west but also elsewhere in Lachine.




Active Mobility and Transport




  • New safe cycling connections: Notre-Dame to Sainte-Anne-de-Bellevue Interchange and NDG–Lachine Canal link.




  • Pedestrian and cycling connection through the 48th Avenue tunnel to the industrial park (plan already completed by Exo).




  • Ban on motorboats in the south bay (except for sports supervision), ensuring safety in the supervised swimming zone.




Complementary Measures




  • Adjustments to the STM network redesign (lines 496, 491, and others).




  • Continue advocacy for the tramway.




  • Maintain strong collaboration with PDQ8 and the prevention table.




  • Work with Montréal-Ouest to remove the barricade.




7. Governance




  • Optimize municipal services.




  • Speed up the permitting process.




  • Tighter budget management to create financial flexibility.




8. Fighting Poverty




  • Collaborate with partners at the start of construction for units required by the mixed-metropolis bylaw.




  • Integrate social housing into redevelopments (Galeries Lachine, Eco-district).




  • Maintain existing services: street workers, park animators, foot patrol officers, social workers.




  • Strengthen collaboration with partners working with vulnerable populations, including Old Brewery Mission for homelessness support.




  • Increase support for food aid and social assistance organizations.




9. Economic Development




  • Establish a local economic development roundtable to fully leverage the borough’s attractiveness.




  • Support the Notre-Dame Street SDC.




  • Develop Lachine branding as a leisure destination to support businesses and clubs on Saint-Joseph Street.




  • Support the creation of a merchants’ association on Saint-Jacques Street in Saint-Pierre.
