Faced with environmental and social crises, Rosemont–La Petite-Patrie has chosen action, solidarity and boldness. Since 2021, we have transformed our streets and parks through massive investments in cleanliness and greening. For Projet Montréal, public services are the pillars of an ambitious ecological and social transition. From 2025 to 2029, we will continue this transformation: making transportation safer, demineralizing our living environments and creating public spaces that bring people together. Together, we are building a greener, fairer, more humane neighborhood. Change is underway, and it's only just beginning!

Rosemont–La Petite-Patrie: A Green and Committed Borough


Projet Montréal’s urban revolution is more alive than ever in Rosemont–La Petite-Patrie. In the face of environmental crises and vulnerabilities that hit us head-on, our borough embraces action, solidarity, and boldness. For Projet Montréal, public services are the foundation of our collective life, the levers of an ecological and social transformation.


Our 2025–2029 mandate will be built on the courage to implement large-scale changes. More than ever, we will make mobility safer, reduce paved surfaces, and create strong public spaces.



1. Priority to Active and Public Transit


We want lively and safe streets. Concretely, we will:


  • Secure the surroundings of schools, parks, daycares, and seniors’ residences through targeted improvements.

  • Develop calm living environments free of through traffic.

  • Transform our main streets for a pleasant, safe, and inclusive pedestrian experience.

  • Expand the cycling network with local connections linking neighborhood hubs.


2. Exemplary and Resilient Services


We aim for excellence in our borough. Our action plan:


  • Guarantee exemplary cleanliness and efficient snow removal adapted to each neighborhood.

  • Continue the large-scale greening of our streets, because beauty inspires pride.

  • Constantly improve our services to residents to meet their needs effectively, for example by further accelerating permit processing times.


3. More Nature, Less Concrete


Faced with the climate emergency, we are acting now. We will:


  • Expand certain parks and continue planting trees and micro-forests.

  • Multiply permeable landscaping (sponge parks, green curbs).

  • Adopt the Bye-Bye Concrete program to reduce paved surfaces on private property.

  • Develop inclusive and transparent citizen participation tools so that everyone can actively contribute to the ecological and social transition of their neighborhood.

  • Build a nourishing community and promote the right to food.


4. Create Vibrant and Welcoming Public Spaces


Our commitment: bring public spaces to life for everyone. We will work to:


  • Create even more gathering places (plazas, murals, artistic trails).

  • Animate our commercial streets and markets with our partners.

  • Support neighborhood festivals and intergenerational events.

  • Offer accessible recreational activities for all, year-round.

  • Support citizen initiatives that energize our living environments.


5. Child-Friendly Planning


For our children, we will create playful and safe environments. We will:


  • Redesign school surroundings into welcoming spaces designed with them.

  • Introduce “school streets” where learning extends beyond the classroom walls.

  • Allow free play through temporary play zones in streets and alleys.


6. A Supportive and Inclusive Community


Our priority: taking care of every resident. Concretely, we commit to:


  • Mobilize all partners to combat social vulnerabilities.

  • Use the right of pre-emption to acquire vacant lots when possible.

  • Encourage family-friendly, affordable, and adaptable housing.

  • Adopt a universal accessibility plan with inclusive expertise.


Concrete Commitments by District


François Limoges’ team in Rosemont–La Petite-Patrie is committed to implementing these six priorities through concrete actions tailored to the needs of each district, including:


Étienne-Desmarteau District – Ericka Alneus commits to:


  • Support the creation of a commercial development corporation (SDC) on Beaubien Street East.

  • Secure the schools in the Étienne-Desmarteau district.

  • Develop the Espace Affaires Rosemont sector into a cultural and technology hub.

  • Expand Molson Park and make it safer with pedestrian crossings.

  • Support citizen-led greening initiatives in the southern part of the district.

Marie-Victorin District – Jocelyn Pauzé commits to:


  • Create a dynamic living environment in Northeast Rosemont and on Bélanger Street.

  • Revitalize and secure Beaubien Street between Pie-IX and Viau and establish a commercial development corporation (SDC) there.

  • Make East Rosemont a neighborhood rich in culture and urban art.

  • Sustain the public market project.

  • Further improve local services and street calming.

Vieux-Rosemont District – Olivier Demers-Dubé commits to:


  • Ambitiously modernize Masson Street to reimagine and strengthen its role as the neighborhood’s local commercial hub, from Iberville to Pie-IX.

  • Secure the schools in the Vieux-Rosemont district by creating school streets and lively streets.

  • Calm the surroundings of Jean-Duceppe Park and create lively streets there.

  • Open up Vieux-Rosemont by implementing a large-scale mobility strategy to improve conditions for active, public, private, and shared transportation.

  • Strengthen natural links between the Botanical Garden and the Réseau-Vert linear park by planting, expanding, and connecting green spaces.

Saint-Édouard District – Josefina Blanco commits to:


  • Create a participatory process to define an overall vision for Père-Marquette Park.

  • Begin the transformation of Beaubien Street to enhance the pedestrian experience and sustainable mobility.

  • Create calm zones around schools to ensure children evolve in the safest possible environment.

  • Enhance our commercial streets and public markets to make them vibrant, lively neighborhood hubs, through collaboration with business partners and friendly design.

  • Work on developing a mixed and inclusive eco-district on the Bellechasse site with the Bellechasse citizens’ committee.
