From the outset of his career, Luc Rabouin has been driven by deep-rooted values that have led him to invest in social development, the environment, urban planning, participatory democracy and local economic development. As an experienced manager, he has established himself as a leading voice for sustainable development, capable of rallying players in the fields of economic development, culture, community and ecological transition. Luc has always been passionate about democracy and citizen participation. He published the book Démocratiser la ville, published by Lux Éditeurs in 2009.



Politics wasn't a career goal, but an additional lever for change that came along the way. When the mayor of the Plateau-Mont-Royal borough announced his resignation, Luc seized the opportunity: with Projet Montréal in power for the first time in the city, he wanted to ensure that what had been started in the Plateau-Mont-Royal borough would continue, by making a personal contribution. In October 2019, he was resoundingly elected mayor of the Plateau and repeated the feat in 2021 with 74.63% support.



While the ecological transition initially motivated him to enter politics, and continues to do so, it was the housing and homelessness crisis that prompted him to enter the Projet Montréal leadership race. In March 2025, Projet Montréal members elected him as their leader.



Although Luc has only been involved in politics for 5 years, his diversified career path has enabled him to acquire an essential skill: that of working with all stakeholders, regardless of their background. This philosophy of inclusive collaboration is at the heart of his approach. He firmly believes that major projects can only succeed by federating talents and bringing together points of view, however divergent. It is this ability to build bridges that has enabled him to bring major initiatives to fruition since entering politics.



Extremely pragmatic, Luc needs to see things on the ground, to talk to people who are experiencing problems, to find solutions with them. He likes to apply concrete, effective solutions that meet people's needs and priorities. We've seen him fight alongside tenants to preserve the affordability of Manoir Lafontaine in 2023.



Over the past 20 years, he has held a number of management positions, including at the Montréal Urban Ecology Centre, PME Montréal, Desjardins and Communauto France. Over the past five years, he has acquired in-depth knowledge of the municipal apparatus through his responsibilities on the Executive Committee and as mayor of the Plateau-Mont-Royal borough. His last year as Executive Committee Chair enabled him to gain a thorough understanding of the city's budgetary situation, and to work closely with the entire management team.



He humbly believes that the Montreal population, in the current context of economic uncertainty and multiple crises, needs someone who is reassuring, pragmatic, recognized for his mastery of issues, his ability to make decisions, who listens and brings people together, while remaining clearly aligned with deep-rooted progressive, environmentalist and feminist values.
