Our commitments

A New Vision for Anjou


Anjou deserves a future that reflects the aspirations of its residents: greener, more accessible, more united, and more innovative. With Projet Montréal, Luc Rabouin’s team, we are proposing six main action areas to transform the borough.

Place prevention at the heart of our urban intervention model and prioritize working with community organizations nearby.

Launch a large-scale plan to combat heat islands and protect green spaces, for a healthier, cleaner, and more enjoyable Anjou.

Revitalize the industrial zone by transforming it into a green innovation hub, creating quality jobs and driving the ecological transition.

01. An Accessible Anjou for All



Invest in social, cooperative, and affordable housing, protect tenants, and develop a local action plan for universal accessibility. At the same time, work closely with private developers as well as Technical Resource Groups (GRT) to anticipate and mitigate the impacts of the Blue Line extension on housing affordability.


Organize an expansion study with Bâtir son Quartier and the Anjou Community Aid Service to develop three new cooperative housing projects.


Pilot project on tax relief with private developers (credits or partial property tax rebates) and streamlined administrative processes for three projects including a defined percentage of affordable housing in line with social mix objectives, near Galeries d’Anjou.




02. A United and Participatory Anjou



Strengthen local services for families, youth, and seniors, ensure access to sports and culture for all, give residents a real voice through democratic participation, and guarantee the inclusion of youth voices in local political life.


Creation of an Anjou Youth Advisory Table to prioritize youth integration into local politics and issue recommendations from the local youth community.


Ensure continuous presence at the consultative bodies of Concertation Anjou.


Work with community organizations to combat the isolation of seniors and caregivers.




03. A Better-Connected Anjou


Expand public transit and infrastructure for walking and cycling in order to reduce car dependency and make travel easier.


Optimize dedicated lanes for express buses to improve traffic flow in and out of Anjou.


Pilot project to increase bus frequency on strategic routes and set up incentive parking with shuttles.


Pilot project to encourage carpooling during peak hours.


Pilot project for on-demand transport involving retired and semi-retired people.


Expand car-sharing services across the entire territory and develop new BIXI stations.


Study to improve Anjou’s cycling connection with the rest of Montreal’s network.




04. ResidentSafety


Place prevention at the heart of our urban intervention model and work closely with community organizations.


Develop a local flood-risk awareness plan and inform residents about the availability of subsidies for prevention mechanisms (sump pumps, backwater valves).


Provide access to adapted prevention measures (sandbags, barriers) for residents in the northern part of the borough.




05. A Green and Resilient Anjou


Launch a large-scale plan to combat heat islands and protect green spaces, for a healthier, cleaner, and more enjoyable Anjou.


Develop a large-scale plan to fight heat islands and protect green spaces, including the integration of flood mitigation strategies and the creation of private incentives for demineralization.


Provide access to prevention measures for residents most exposed to climate-related risks.




06. An Innovative and Sustainable Anjou


Revitalize the industrial zone by transforming it into a green innovation hub, creating quality jobs and driving the ecological transition.


Implement a green industrial conversion plan, including tax and regulatory incentives to attract companies specializing in circular economy, renewable energy, and clean technologies.


Create a Local Economic Development Council to foster synergies among local stakeholders and propose recommendations to promote community economic development.


Expand the economic development strategy to include local businesses, small shops, and community-based initiatives rooted in the borough.
