Go back to NewsThe City of Montreal launches a pilot project of modular housing with support for homeless peopleMontréal lance un projet pilote d'habitations modulaires pour les personnes en situation d'itinérance, offrant des services adaptés et un accompagnement personnalisé. En collaboration avec le gouvernement du Québec et des partenaires locaux, l'initiative vise à soutenir les plus vulnérables tout en assurant une intégration harmonieuse dans la communauté grâce à des efforts de communication et de sensibilisation.
As part of its drive to implement innovative solutions to respond quickly and agilely to the crisis of vulnerability, the City of Montreal is launching a pilot project of modular housing with support to provide transitional housing for homeless people waiting for social housing. A call for tenders is being issued today for the purchase of 60 housing units. This is a complementary response to other measures put in place by the City of Montreal, the healthcare network and the community.

The city is currently working with the Office municipal d'habitation de Montréal (OMHM) to deploy this project as of March 2025. These modular homes will feature single rooms, rooms for couples and rooms adapted for people with reduced mobility, as well as common areas and sanitary facilities.

A transitional solution with appropriate services

In collaboration with the Quebec government, the health and social services network and the community, this modular unit project will be deployed with adapted services designed to meet the needs of the vulnerable people who will be housed there.

In addition, communication, awareness-raising and exchanges with residents will be organized to ensure the smooth integration of this project into their environment.

Winning conditions

The City of Montreal has launched a major public consultation, to be conducted by the Office de consultation publique de Montréal (OCPM), to hear the public's views on the winning conditions for the harmonious integration of resources dedicated to people experiencing homelessness or vulnerability in the city's neighborhoods. The supported modular housing pilot project could benefit from this public conversation.

Quotes

  • “We're proud to continue innovating to respond concretely to the housing crisis, which is a direct cause of homelessness and the growing precariousness of the population. The need for housing is widespread, and also affects evicted seniors or workers who have to sleep with family members to get by, and who will benefit from this new offer. This pilot project will not replace the crying need to speed up the construction of social housing, but it will alleviate the effects of the ongoing crisis while we wait for the units to be built. The difficulty of finding housing affects the whole of Quebec and the whole of Montreal, which is why the appeal is being made to all boroughs,” declared Montreal Mayor Valérie Plante.

  • “We all have a responsibility to put measures in place to overcome the crisis of vulnerability, and we all know that the solution requires a roof over one's head. That's why the City of Montreal is constantly looking for solutions, and is innovating with this pilot project of modular housing with accompaniment to meet the crying needs of the homeless. Above all, we want to see more social housing built, and that's what we're aiming for with our Loger + measures. It's a crying need, and the pilot project we're putting in place is complementary and will offer a dignified and humane transition to social housing,” added Robert Beaudry, who is responsible for homelessness on the City of Montreal executive committee.

  • “The OMHM is today launching a call for tenders for the acquisition of mobile structures for 60 room units, as well as for common areas and services. We are thus contributing to this pilot project to house homeless people waiting for social housing. In doing so, we are actively participating with all the partners in this project to ensure a housing continuum so that every person can access housing”, shared Isabelle Pépin, General Manager of the Office municipal d'habitation of Montreal.
