Projet Montréal unveils an election platform focused on housing
Montreal, October 1, 2025 – Projet Montréal leader Luc Rabouin today presented his party's platform in front of Carrefour-des-Neiges, a 700-unit housing complex saved from real estate speculation by Projet Montréal's direct intervention during its last term in office. This operation protected 700 families from eviction and preserved 700 affordable housing units.

"The purchase of these units had been deemed impossible, but I refused to let 700 families end up on the street. So we changed the rules of the game to protect Montrealers. We want to repeat this example over and over again, throughout the city. Montrealers are looking for someone who will tackle the housing crisis head-on, not someone who will relax the rules governing Airbnb. That's why I entered the race for mayor: to propose the most ambitious housing project in North America," said Luc Rabouin, leader of Projet Montréal.
Inspired by this success, Projet Montréal's platform places housing at the heart of its priorities with a clear commitment to “housing for all.” This involves more than 20 housing measures aimed at enabling all Montrealers to find a home that meets their needs and, above all, their means.
A city designed for those who live in it
In addition to housing and homelessness, Projet Montréal's platform promotes an ambitious public transportation network, with an express bus system offering the quality of the metro above ground—which will pave the way for the arrival of new trams—and user-friendly streets so that young and old alike can get around safely. It proposes concrete solutions for building complete neighborhoods where public markets, parks, cultural facilities, and local services are accessible by foot or bicycle.
Projet Montréal also intends to promote French culture and language, support economic development that truly benefits Montrealers, and simplify everyday life in the city with cleaner streets, better-coordinated construction projects, and more efficient administration.
Twoopposing visions
While Projet Montréal is proposing the largest housing project ever seen, the leader of Ensemble Montréal, Ms. Martinez Ferrada, is promising to relax the rules governing Airbnb—which takes housing away from Montrealers.
Her proposals on housing and homelessness go against the advice of experts and stakeholders in the field by rejecting the construction of modular housing and failing to make any concrete proposals for off-market housing, even though the latter is recognized as the only guarantee of long-term affordability.
While she proposes an 18-month moratorium to avoid moving forward with the creation of new safe transit links, Projet Montréal offers a clear vision of mobility by preparing for the arrival of hundreds of kilometers of tramways planned for 2050 by deploying an express bus network.
"While our opponents are repeating the same slogans from the Denis Coderre era, we are proposing concrete solutions. One thing is certain: Projet Montréal has always had the courage to act. Our ambition is clear and focused on the future and the collective. It is embodied by and for ordinary citizens who choose Montreal every day and want the best for their neighbors," added Luc Rabouin.
