Montreal, September 2, 2025 — With more and more Montreal households feeling the pressure of the cost of living, Luc Rabouin and Projet Montréal are committed to implementing social pricing for public transit. This measure aims to ease the financial burden on low-income individuals, combat social exclusion, and ensure equitable access to mobility for all.



Social pricing will allow low-income individuals (earning $30,000 or less) to purchase a monthly pass at the same rate as students, i.e., $62.75 per month, representing a savings of $500 per year compared to the regular price. This measure would serve 12% of the population, or approximately 175,000 Montrealers.



"We want to take care of our people. For those who are struggling to make ends meet, every dollar counts. With social pricing, we are ensuring that public transit remains an affordable and accessible solution. For me, Montreal must be a city where everyone can find affordable housing and transportation. With this announcement, which aims to promote social inclusion, we are affirming our desire to simplify people's lives, improve transportation for everyone, and promote our values of solidarity, equity and social justice," said Luc Rabouin, leader of Projet Montréal.



A realistic and responsible commitment



Social pricing for public transit will be implemented during the next term of office. Projet Montréal is making a clear commitment to make this measure accessible and ensure that it benefits those who need it most.



The annual cost of this initiative is estimated at approximately $40 million, an amount equivalent to the cost of free public transit for seniors, which we have already implemented and are committed to maintaining. With reduced fares for low-income individuals, we are going even further to make public transit accessible to everyone and to help those with fewer resources cope with the rising cost of living.
