Projet Montréal launches the Bâtissons Montréal Fund to overcome the housing crisis



Montreal, September 16, 2025 – As Montreal faces its worst housing crisis since World War II, Projet Montréal is today committing to a bold and transformative initiative to respond to the emergency: the creation of the Bâtissons Montréal Fund, a municipal savings bond fund for individuals, businesses and foundations.



Similar to Victory Bonds, a financial tool issued by the Canadian government to raise funds for the war effort, the Bâtissons Montréal Fund will allow Montrealers to invest—one dollar at a time—in concrete affordable, social and cooperative housing projects. It will be a financial tool that offers citizens, institutions, businesses and foundations a direct way to contribute, through a system of secure and accessible municipal bonds, to collectively address the crisis. This new citizen savings instrument will offer a guaranteed return while supporting promising projects.

Half a billion for a fairer Montréal



Over the next few years, Projet Montréal is committed to investing half a billion dollars to support non-market housing projects in Montréal. Thanks to the Bâtissons Montréal Fund, the City will be able to significantly increase funding to support citizen, cooperative and community initiatives to create sustainable, inclusive, and accessible living environments.


Building the City with Projet Montréal



Projet Montréal has implemented a structured, social, and sustainable approach to overcoming the housing crisis. Among other things, the Projet Montréal administration has created the Housing Department, rolled out a strategy to acquire land and buildings for non-profit housing organizations and launched the Chantier Montréal abordable initiative, which has brought together all stakeholders behind the goal of creating 20% off-market housing by 2050. In addition, Projet Montréal has initiated a cultural shift with the regulation for a mixed-use metropolis, which will raise more than $50 million for housing creation. With this series of measures, more than 8,000 off-market housing units will be created by 2026. The Bâtissons Montréal Fund will be part of this series of unprecedented measures to overcome the housing crisis in Montréal.



This fund is in addition to other commitments made by Luc Rabouin's team and Projet Montréal to provide housing for all Montrealers: the introduction of a tax on vacant housing, work carried out on behalf of landlords to ensure the salubrity of housing, a $100 million guarantee fund that will remove between 4,000 and 5,000 housing units from the speculative market at no cost to the city, simplification of the RMM and the creation of 1,000 transitional housing units for people facing homelessness.
