Luc Rabouin announces his candidate for chair of the executive committee: Gracia Kasoki Katahwa
MONTREAL, September 23, 2025 – The chair of the City of Montreal's executive committee is one of the most strategic roles in municipal administration. As the mayor's right-hand person, the chair oversees budget preparation and monitoring, coordinates the work of the other members of the executive committee and ensures consistency in municipal action throughout the city.
In proposing Gracia Kasoki Katahwa for this position, Luc Rabouin is counting on an elected official who has demonstrated her rigor, management skills and leadership in a borough as complex as Côte-des-Neiges–Notre-Dame-de-Grâce. From financial management and negotiations with Quebec City and Ottawa on housing projects to support for community organizations and large-scale urban transformation, Gracia has proven her ability to deliver results in a demanding environment.

The coming years will offer Montreal the opportunity to go even further in building off-market housing, implementing solutions to overcome the homelessness crisis and developing the city in a resilient manner, while improving mobility and quality of life in all of its neighborhoods. With her experience as a clinical nurse and manager in the healthcare system, Gracia Kasoki Katahwa approaches politics with a human-centered approach focused on the real needs of the population.

About Gracia Kasoki Katahwa
Gracia Kasoki Katahwa is a trained clinical nurse and experienced manager with more than ten years of service in public health. Elected mayor of Côte-des-Neiges–Notre-Dame-de-Grâce in 2021, she rose to the challenge of rebuilding Montreal's largest borough, which was then in difficulty, by restoring public confidence and delivering tangible results.
Under her leadership, the borough has broken through on long-standing issues, including the transformation of the Namur–Hippodrome neighborhood, which will allow for the creation of 20,000 housing units, including 10,000 off-market units, while laying the groundwork for greater territorial equity in one of Quebec's most diverse areas. She strengthened relations with community organizations and established a transparent and equitable funding framework. She also delivered concrete advances in mobility, such as new bus lanes and the development of the local cycling network.
At City Hall, she served on the executive committee as the person responsible for human resources, the fight against racism and systemic discrimination and reconciliation with Indigenous peoples. She embodies a policy focused on social justice and sees public action as another way to care for people and build a more just, inclusive and equitable city.
Gracia also embodies the journey of a Montrealer with immigrant roots who has put down roots in her community and works to reflect its aspirations. She advocates for policies that take into account the diversity of experiences of Montrealers.
