Montreal for Montrealers

With Projet Montréal, culture is just 15 minutes away for all Montrealers

MONTREAL, September 27, 2025 — The leader of Projet Montréal has made a new commitment to guarantee access to culture within 15 minutes of home, prioritizing underserved neighborhoods. Projet Montréal wants to improve the daily lives of Montrealers by making culture a driver of quality of life and inclusion in all neighborhoods of the city. This commitment is part of a series of announcements for more local services that began earlier this week.

Montreal is recognized around the world as a cultural metropolis. Festivals, performance venues, museums—these are all institutions and events that are the pride of our city. With Projet Montréal, we want to go even further: to ensure that this cultural effervescence, for which our city is renowned, is experienced on a daily basis by everyone, closer to home.

In concrete terms, this means:

  • Funding and enhancing local performances with neighborhood stages set up in parks, traveling puppet theaters, and alleyway shows showcasing local young musical talent.

  • Mobile libraries, such as those already tested in Ahuntsic-Cartierville and Mercier-Hochelaga-Maisonneuve, for free and easy reading close to home.

  • Free cultural workshops in alleys and parks so that families can create and learn together.

  • And at the same time, increased fees for artists to provide concrete support for local creation.

To finance this proposal, Projet Montréal proposes to reinvest the revenue from their proposal to tax large billboards in local projects. With an estimated budget of $5 million per year, this measure will support artists and bring culture closer to the daily lives of Montrealers.

Quote

"In a unique cultural metropolis like Montreal, we know that culture is neither a luxury nor a privilege. It is what connects us, what brings our neighborhoods to life. Local venues provide access to local culture, develop new talent, and help us discover new artists. At Projet Montréal, we believe that this social connection must be found in every neighborhood, so that the city can be experienced in every neighborhood within a 15-minute walk or less. That's what it means to build a vibrant, inclusive city on a human scale," said Luc Rabouin, leader of Projet Montréal and mayoral candidate.
