Luc Rabouin: Mayor of 514, not 450
Montreal, October 26, 2025 — Standing in front of a large poster reading “Mayor of 514, not 450,” Projet Montréal leader Luc Rabouin today unveiled his vision for the first 100 days of his first term as mayor.
With this bold slogan, Luc Rabouin wanted to send a clear message: Montreal must remain at the forefront, a city of boldness, solidarity, and innovation that inspires the rest of Quebec—and ensures that those who choose Montreal can stay there.
"Being the mayor of the 514 means thinking first and foremost about Montrealers. Every decision we make must make the city more affordable, safer, and more livable. For years, Projet Montréal has been transforming neighborhoods to give them back to those who live there: calmer streets, larger parks, revitalized commercial arteries. And we will not back down. We will continue to build a humane city that is proud and open to the future," said Luc Rabouin, leader of Projet Montréal.
Choosethe 514, not the 450
The city must be designed first and foremost for those who live there.
The leader of Projet Montréal points out that the city must be planned using the tools, ideas, and ambitions of a large city, while respecting its unique character: its density, creativity, diversity, and cultural vitality.
The challenge in the coming years will also be to ensure that families and workers can continue to choose the 514. This is the essence of Projet Montréal's commitment: to build an affordable and humane city that tangibly improves living environments and allows everyone to put down roots for the long term.
Eight priority actions in 100 days
To achieve this, Luc Rabouin has committed to taking eight actions in the first 100 days of his term to create a city that takes action, a city that is more affordable, greener, and more inclusive.
- Acquire the first 150 modular units, increase the budget for homeless services to get people off the streets and ensure the safety of those living in encampments;
- Simplify regulations for mixed-use developments and create a $100 million bank guarantee fund to accelerate the construction of affordable off-market housing;
- Begin planning for the Bus Rapid Transit (BRT) system and securing Park Avenue.
- Improve cleanliness in neighborhoods by increasing funding for sanitation crews.
- Thoroughly review the management of construction sites on our streets.
- Amend noise regulations to protect performance venues and nightlife.
- Help small businesses by freezing taxes on commercial buildings valued at less than $1 million;
- Create the Reno-Resilience program to help people protect their homes from flooding.
