Luc Rabouin pledges to double efforts in cleanliness


MONTREAL, September 22, 2025 – During Tourisme Montréal's municipal election debate, Luc Rabouin announced strong commitments to cleanliness, particularly on the commercial thoroughfares that make the city famous.



Double funding for cleanliness



The leader of Projet Montréal proposes to double the budget for downtown cleanliness brigades from $2 million to $4 million. These funds include brigades and cleanliness operations in the downtown core (as well as on certain local commercial streets) and are in addition to the work done by the boroughs. This is a necessary investment to support the vitality of the city's commercial arteries and, in turn, the local economy.



Brigades where they matter, 24/7, year-round


Throughout Montreal, our shopping streets and many other areas are gaining vitality and traffic. Luc Rabouin proposes deploying cleaning crews in more areas to reflect this new momentum. Because Montréal is alive day and night, summer and winter, these brigades would be on duty 24 hours a day, 365 days a year. Their constant presence would make it possible to better respond to needs on the ground and effectively combat cleanliness issues, particularly illegal dumping.


More inspections and higher fines to tackle the problem at source


To support the work of the brigades and prevent incivility that undermines the cleanliness of our streets, Luc Rabouin proposes increasing the number of inspectors. Fines for illegal dumping and similar offenses will also be increased. The goal is simple: to take action at the source against repeat offenders who undermine collective efforts and make Montrealers pay a high price—in terms of both quality of life and collection costs.
