Projet Montréal leader Luc Rabouin announced today the candidacies of Elvira Carhuallanqui in the Parc-Extension district and Mohamed Maazami in the St-Michel district. These nominations complete the Projet Montréal team in Villeray–Saint-Michel–Parc-Extension, which will also include Martine Musau Muele in the Villeray district, Sylvain Ouellet in the François-Perrault district, and Jean François Lalonde as borough mayor.


With its diverse and complementary profiles, this team will bring an ambitious vision to Villeray–Saint-Michel–Parc-Extension: revitalizing our local economy, improving mobility for all, and ensuring equitable access to quality housing.




Biography – Elvira Carhuallanqui


Elvira Carhuallanqui is a lawyer, mediator, and conciliator with extensive experience in housing law, human rights advocacy, and supporting vulnerable people. Deeply rooted in her community in Parc-Extension, she has dedicated her career to defending those who are too often overlooked: asylum seekers, exploited workers, and tenants in distress. Through her work with the Administrative Housing Tribunal, the Human Rights and Youth Rights Commission, and in her private practice, she has helped make justice more accessible and build concrete solutions for her fellow citizens. Multilingual and deeply rooted in her community, she wants to put her experience and voice to work for a fairer, greener, and more inclusive Parc-Extension.


Biography – Mohamed Maazami


Mohamed Maazami is a long-time community leader in Saint-Michel, where he has lived for 35 years. A former school commissioner, he is the founder and executive director of Phare de l'Espoir, an organization that fights school dropout and promotes educational success. Throughout his career, he has set up educational, social, and environmental projects that have had a concrete impact on the neighborhood, particularly in terms of school retention, family support, and greening. Recognized for his ability to mobilize, build strong partnerships, and respond to real needs on the ground, he now wishes to put his experience to work for Saint-Michel as a city councilor.
