Montreal, September 11, 2025 — Projet Montréal leader Luc Rabouin is committed to creating Action Chantier, which will bring together all the teams and organizations responsible for public construction sites. The mission of this new municipal body will be to simplify coordination and improve mobility for all Montrealers.



"Too often, Montrealers feel that there are too many construction sites that appear to be inactive. People no longer believe us when we talk about coordinating construction sites. Even we are fed up when we leave our homes. I want us to move from a complicated city to a simpler one. With Action Chantier, there will be a single person responsible for all construction sites in Montréal, from planning to completion, who will be accountable for their decisions to avoid ghost construction sites. Fewer delays, fewer cost overruns, less bureaucracy: more efficiency. Montreal is a big city, and we need to give ourselves the means to better coordinate its construction sites. Action Chantier means less chaos, more simplicity, and better mobility for everyone," said Luc Rabouin.



Concrete measures for better-managed construction sites


Action Chantier will be responsible for centralizing the planning and management of public works in the City of Montreal, including infrastructure networks, water, boroughs and major contractors.


The main measures announced include:


  • A single boss on the street: unified coordination of construction sites to end the fragmentation of responsibilities, reduce delays, shorten project durations and avoid cost overruns.

  • Limiting orange cones: reviewing the use of large cones to prevent their proliferation and improve mobility.

  • Leveraging internal expertise: entrusting more of the design and implementation to municipal teams, so that the City's professionals are at the heart of projects.

  • More support for merchants impacted by construction: the number of months of construction required to be eligible for assistance will be reduced from 6 months to 2 months.


Inspired by international best practices


Cities such as New York, Paris, London, Los Angeles and Vienna have already established centralized structures to better coordinate their construction projects. Montreal will now follow suit, with the implementation of Action Chantier by the middle of the term.



By consolidating responsibilities and drawing on best practices, Projet Montréal wants to send a clear message: it is possible to carry out construction projects more simply, quickly, and efficiently, for the benefit of all.
