In a firm commitment to overcome the housing crisis, accelerate the construction of off-market housing, and simplify processes, Luc Rabouin, leader of Projet Montréal, today announced a key commitment of his election platform: to replace the Règlement pour une métropole mixte (RMM) with a new, simpler, clearer, and more effective regulation to address the housing crisis.



"Building an affordable city for everyone shouldn't be complicated. The RMM has enabled significant progress in the creation of social and affordable housing, but the complexity of its mechanisms hinders its application and acceptance. I have always believed that the simplest public policies are the most widely accepted. Today, I am therefore proposing a new framework that is simpler for everyone. We will build more off-market housing with predictable rules and total transparency and ensure that Montreal remains affordable," said Luc Rabouin.



While Ensemble Montréal proposes to abolish the RMM without a credible alternative, Projet Montréal proposes to start again on a solid foundation, with a new, mobilizing framework focused on action, simplicity, and transparency.



A new framework for building Montreal



The future inclusion regulation will replace the current complex calculations with a clear and simple standard:



  • Any project involving more than 200 housing units must include at least 20% of off-market housing owned by non-profit organizations or cooperatives.

  • In major strategic areas, such as Bridge-Bonaventure, Namur-Hippodrome, or Îlot Voyageur, more ambitious targets will be set based on the incentive zoning granted.

  • Financial contributions will no longer be the default option. They will only be permitted when a partnership with an NPO cannot be established.

A public dashboard will also be launched to ensure the transparency of the system. It will allow real-time monitoring of contributions obtained, projects financed, available land, and the progress of each project.



Social housing will also remain an important part of the Rabouin administration, as it is the best way to combat poverty. A social housing construction strategy with targets will be established in collaboration with community partners, taking into account the contributions of other levels of government, which must also do their part.



A special team for rapid delivery


Within the first 100 days of the Rabouin administration, a project team will be set up, reporting directly to the mayor and the chief executive officer. Its mandate will be to accelerate the completion of residential projects by coordinating the actions of boroughs and municipal departments, particularly in areas undergoing major transformation, such as:


  • The blue metro line (25,000 housing units planned)

  • The Bridge-Bonaventure sector (14,000 housing units)

  • The Namur–Hippodrome neighborhood (20,000 housing units)

  • Place Versailles, Louvain East, Lachine East, Îlot Voyageur, and the former Molson Brewery
