A four-year tax freeze for small businesses



Montreal, September 9, 2025 — The current economic climate is putting considerable pressure on small businesses: rising operating costs, inflation, labor shortages and growing competition from online retailers. Added to this are U.S. tariff threats, which make it more crucial than ever to focus on our local economy. It is in this context that Luc Rabouin, leader of Projet Montréal, today announced a strong commitment to local businesses: a tax freeze for small commercial buildings valued at $1 million or less for the duration of the next term of office.



"Local businesses are at the heart of Montreal life. We must support neighborhood merchants at a time when many of them are going through a particularly difficult economic period. We need to give them breathing room and financial leeway. They are the ones who bring our neighborhoods to life, create jobs and enliven our streets. I firmly believe that we need to simplify their lives, not complicate them. This tax freeze directly targets small businesses, not large chains. It is a fair, targeted measure that supports those who need it most," said Luc Rabouin.


Projet Montréal is committed to implement this measure in the first budget of its term and maintaining it until 2029.
