Montreal, August 28, 2025 — Faced with worsening housing and homelessness crises, Luc Rabouin, leader of Projet Montréal, is committed to creating 1,000 new social and transitional housing units to get more than 1,000 people off the streets during the next term. These units will include modular and social housing with support services:



  • 500 modular units to be implemented as quickly as possible. These units will be added to the pilot projects currently underway in Namur-Hippodrome (CDN-NDG), 50-50 Louvain (Ahuntsic-Cartierville), and MIL (Outremont).

  • 500 units of social housing with support services developed in permanent buildings that have been acquired or constructed.

Projet Montréal is also committed to ensuring that these projects are spread across the entire territory so that resources are deployed equitably.



"For me and my team, it's clear that the priority is to take swift action to house everyone. We have always said that the ultimate solution to crises of vulnerability lies in housing and the creation of appropriate services. To achieve this, we are committed to rapidly deploying investments to create 1,000 transitional housing units, including 500 modular units. We will be able to quickly provide transitional housing for more than 1,000 people across the city. Under Projet Montréal, the city is taking the lead and taking action," commented Luc Rabouin.



A concrete plan for an urgent crisis



By focusing on a variety of transitional housing options and strong municipal action, Projet Montréal is putting its words into action with this important commitment.



Other proposals will be added during the campaign to immediately respond to the needs of homeless people, support them in achieving stability, and help them find a lasting way out of homelessness.
